  An electronic vehicle titling and registration program that permits dealers to process registration data on-line and supply the blue and white registration credentials and plate stickers to their customers in lieu of sending them through PennDOT for processing.

• Lien Verification

  Selling Without a Title - Lien verification allows a lien-payoff vehicle to be sold without a title present. PAA supplies a printout with the name of the owner, VIN or title number, lienholder, mileage and any title brand of a lien-payoff vehicle when the title has not yet been obtained from a finance company.

   

  Mitigating Department - Assists dealers who have made a payoff and are selling a trade-in vehicle with a lien payoff or a lease buyout without title present. PAA will make sure paperwork is documented in PennDOT’s system by the 20th day, even if a dealer is still waiting for the title.

• Electronic Lien and Title Program

  As of July 10, 2008, PennDOT requires all lien holders (e.g., dealers, banks, and other financial institutions) financing vehicles titled in Pennsylvania to be electronically connected with PennDOT's Electronic Lien and Title Program (ELT).  Dealers engaged in financing and holding liens on vehicles are required to contract with a PennDOT-approved third party service provider in order to meet the state's requirement.  PAA has partnered with FDI Collateral Management to provide this service in Pennsylvania.
